What is Embassy Attestation and When Is It Required?
Embassy attestation (also called consular legalisation or consular attestation) is the process of having a document verified and stamped by the embassy or high commission of the destination country located in India. It is the alternative to apostille for countries that are not members of the Hague Apostille Convention (1961).
If you are submitting a document to a government body, court, university, employer, bank or regulatory authority in a country that does not accept the MEA apostille, you will need to go through embassy attestation. Common use cases include:

Apostille vs Embassy Attestation
Before engaging an embassy for attestation, it is important to confirm whether your destination country actually requires embassy attestation or whether the simpler MEA apostille will suffice.
India joined the Hague Apostille Convention in 2005. This means that for all 124+ countries that are currently Hague members, the MEA apostille issued in India is legally sufficient - no additional embassy attestation is required. The apostille process is faster (typically 2-5 working days through MEA) and less expensive than embassy attestation.
For non-Hague countries, the full chain is: pre-attestation (PHD Chamber for commercial docs, or notarisation/HRD for personal/educational) - then MEA attestation - then attestation at the relevant embassy in New Delhi. This multi-step process can take several days to several weeks depending on the embassy.

How the Attestation Process Works in India
For documents requiring embassy attestation, the process in India follows a defined chain before the embassy will accept the document:
- Pre-attestation - Commercial and trade documents must first be attested by the PHD Chamber of Commerce & Industry (PHD). Personal and educational documents require notarisation or state HRD/home department attestation.
- MEA attestation - After pre-attestation, the document is submitted to the Ministry of External Affairs in New Delhi for MEA stamp. For Hague Convention countries this is the final step (apostille). For non-Hague countries, the MEA stamp prepares the document for embassy submission.
- Embassy attestation - For non-Hague countries, the MEA-stamped document is then submitted to the relevant embassy or high commission in New Delhi. Each embassy has its own fee, timeline and appointment system.
The total time from document collection to final delivery can range from 5 working days (for a straightforward Hague apostille) to 4-6 weeks or more for embassy attestation in some countries.
